Prepare for nerdy in-depth answer.

I will now compare the two pokémon. They're both electric types, have evolutions, and are primarily used as sweepers. Pikachu can only work with 50 base sp. attack, and 90 speed. Electabuzz, however has 95 sp. attack and 105 speed.
You might now think that Pikacu is clearly outclassed by Electabuzz, but no. Ever since 4 gen, the hold item light ball can give Pikachu, and only Pikachu doubled attack and sp. attack. This will give Pikachu a total of 110 base attack, and 100 base special attack. Pikachu also dominates Electabuzz with its movepool, since he can learn moves such as Fly, Surf and Signal Beam. Electabuzz will only outclass Pikacu in special tanking with 85 base sp. defense, which can also be doubled with elvolite.

Pikachu can basically sweep a whole OU team, while Electabuzz is in his corner in the power plant crying because no one wants him. (Even Electivire is pretty bad, I think it's in the UU tier.)
