That's not a very good idea in my opinion, but I still see there being certain cases where someone will think a person is troll shooting and it turns out they weren't.

and every single person that shoots a bullet out of their gun
and kill every single person that is saying "Im going to kill you"
sounds fair enough
for no rule change

Traitor baiting, is still allowed.
However, you can still shoot someone if they're troll shooting you too close.

yea Alex but I can get no penalty for killing that person
because people are being aware of being killed for doing so!

If you kill someone for saying "I'm a traitor" - RDM
If you kill someone for saying "I'm gonna stab you" - RDM
If someone is standing really close to a wall and shooting that wall - RDM (that goes under troll shooting, but shooting a wall shouldn't be KOSable in my eyes)
If you kill someone for shooting close to you - Their fault, not RDM

I've made the traitor baiting rule in the motd a bit more descriptive. It should be pretty clear what you can and cannot be called out for now.

That still doesn't answer my question, how close is too close?

You can't really measure it, but if it looks like the person is actually trying to kill you, but just sucks. Go for the kill.
